Eliminating a Backlog at the US Department of Labor's Office of Foreign Labor Certification

Getting rid of a backlog, especially one that has been building for years, can be a daunting task for government managers.  Under TATC's project management, the backlog of 360,000 applications for permanent foreign labor certifications was eliminated within 3.5 years on October 1, 2007--on time and on budget.

TATC's project management tools--in particular, frequent and recurrent status reports and forecasts--highlighted the need for significant operational changes. To tackle such a large project, those involved had to change the way they viewed the entire process.  It evolved into a production operation, rather than a case management system.  Managing by the numbers shed light on where efficiencies could be achieved. New processes were put in place; job duties were analyzed by function and specialized; and routine work was automated. The TATC project management team constantly looked for ways to drive down application processing times. 

At the end of the day, these innovations resulted in a successful project and a satisfied client.
