Carole McCarthy
Vice President
Ms. McCarthy, a Vice President with TATC Consulting, is an experienced administrator in the fields of workforce development and human services, and has more than 30 years of professional experience in project design, implementation, management, monitoring, and the provision of technical assistance. She has developed a solid base of expertise in planning, staffing, quality control, performance management, and reporting. Ms. McCarthy is knowledgeable of the various roles and responsibilities of the numerous parties that are involved in the nation’s workforce investment system. She has worked with many of the U.S. Department of Labor, Employment and Training Administration’s offices including Workforce Investment, National Response, Job Corps, Apprenticeship, National Programs, and all of the Regional Offices. Additionally, she has worked directly with State Workforce Agencies and administered local workforce investment programs.

Education
Ms. McCarthy earned her Bachelors Degree from Boston University and a Masters Degree in Public Policy from Harvard University’s Kennedy School of Government.
Background
Prior to her association with TATC, Ms. McCarthy was a senior manager for both the City of Boston and a community-based organization, Action for Boston Community Development. Through these experiences, Ms. McCarthy developed expertise in the design and implementation of public and private sector workforce programs for youth, adults, and special populations. In her work, she emphasized the use of creative approaches to successfully operating large, comprehensive service delivery systems through coordination of multiple funding streams, while maintaining compliance with diverse regulations and policies.
