Kenneth R. Murray
President & CEO
Ken Murray has 35 years of professional experience as a public manager, educator, and consultant. His executive experience encompasses government operations, public policy analysis, and regulatory control. His areas of expertise include public performance management, governance budgeting and finance, public safety, information technology, and management, human services, workforce development, service consolidation, and organizational structure.
Throughout his consulting career, Mr. Murray has served several hundred federal, state, and local clients. Federal clients include the Department of Labor, the U.S. Finance Administration and the National Institute of Justice. He has worked for a number of agencies in the states of New Jersey, Louisiana, Ohio, Florida, and North Carolina.

Background
Prior to joining TATC, Mr. Murray was a Vice President of Maximus, Inc., leading that firm’s State and Local Government Management Studies Practice. Prior to that, he was a Senior Manager in Deloitte and Touche’s Public Sector Management Solutions Group.
His public management experience includes:
- Director of Intergovernmental Program, North Carolina League of Municipalities
- Deputy City Manager, Grand Rapids, MI
- City Manager, Joliet, IL
- Council Staff Director, Jacksonville – Duval County, FL
- City Administrator, Lee’s Summit, MO
Education
Mr. Murray has a Master's Degree in American Government and Ph.D in Urban Government from Purdue University and a Bachelor's Degree from Methodist College.
