Cheryl Martin, M.B.A.
Director
Cheryl Martin has more than 20 years of experience helping customers develop and accomplish their objectives. As a skilled project manager and facilitator, she has directed and implemented projects in technical assistance and change management, as well as workforce development, conference support, and publications management. Ms. Martin has managed projects that include technical assistance planning and implementation, meeting and group facilitation, logistics management, and customer-stakeholder research.
As project manager, Ms. Martin has managed national conferences with up to 3,700 participants, organized several series of national forums, implemented grantee conferences, developed on-line and printed technical assistance products, designed and conducted environmental scans, and managed the design of surveys and focus groups.
As a senior facilitator, Ms. Martin consistently receives high ratings from her customers. She has planned meetings and led groups ranging in size from 10 to 250 people – both in-person and virtual – on topics ranging from policy development to gathering stakeholder input to addressing workgroup issues. Ms. Martin assists her clients in articulating meeting objectives, designing the meeting format and agenda to meet those objectives, preparing meeting materials, overseeing meeting logistics, facilitating the sessions, and developing comprehensive action plans resulting from the meetings.
Key Successes
- Served as Conference Manager for the U.S. Department of Labor's Workforce Innovations 2006, 2007 and 2008 conferences, coordinating all conference-related activities, such as planning, content support, and contractor management. This annual conference involves up to 3,700 participants, more than 125 workshops and over 100 exhibitors.
- Facilitated state and local planning teams for the U.S. Department of Labor's Transformation Forums
- Supported the U.S. Department of Labor’s H-1B Technical Skills Grant program by developing and implementing a comprehensive technical assistance plan for 65 grantees nationwide
- Led a system review of the Monitor Advocate Program of the U.S. Department of Labor, which assessed the needs of agricultural employers and critically evaluated the workforce services being provided to migrant and seasonal farmworkers
- Has facilitated workgroup meetings, focus group sessions, town hall meetings, and executive retreats for a wide variety of clients and has consistently received superior ratings from participants.

Education
Ms. Martin earned her B.A. in Communication (Summa Cum Laude) from Fresno Pacific University, and her M.B.A in Management and Organization/Marketing (with honors) from the University of Maryland at College Park.
Background
Prior to joining TATC in 1996, Ms. Martin spent 13 years working for public and nonprofit institutions as a fundraising and legislative affairs expert for the University of Maryland at College Park, the Council for the Advancement and Support of Education, and Mennonite Central Committee.
