Selected Examples of TATC Consulting’s Program Implementation Experience
Established Government-Business Partnerships in Support of a Major Workforce Program Initiative
For the Employment and Training Administration of the U.S. Department of Labor, TATC Consulting staff helped to create and implement a national program to engage private sector business corporations (e.g., CVS, CitiBank, Home Depot) in a collaborative partnership with government to address workforce and hiring needs. We developed a methodology and strategy to recruit potential business partners, conducted meetings and forums to develop partnership agreements, developed a tool kit to assist local government organizations in establishing local partnerships, and acted as a customer service representative in administering national partnerships.
Supported Private Companies in Expanding and Developing their Safety and Health Programs Through our Work in Designing and Implementing the Challenge Program
To support the development of the Challenge Program, a new Federal program sponsored by the Occupational Safety and Health Administration of the U.S. Department of Labor, TATC designed and facilitated stakeholder meetings to develop program parameters, prepared white papers outlining options for program design, and supported the development of policy papers on the new program. We also designed an electronic application kit and tracking system to assess progress of program participants. Finally, we assisted in preparing a policies and procedures manual documenting the new program.
Applied Our Innovative “Site Facilitator” Model in Providing Technical Assistance to Youth Program Grantees Nation-wide
TATC Consulting provided technical assistance and training support to the 39 sites responsible for administering a nation-wide grant program, the Youth Offender Demonstration Projects, sponsored by the U.S. Departments of Labor and Justice. This program was aimed at increasing youth employment and education outcomes. Using our site facilitator service delivery model, we provided a wide range of coaching and leadership support, including assistance with strategic planning and management issues and guidance on addressing program and management challenges, including methods for increasing program and community linkages.
Supported the Development of Program Guidance in Implementing a Major Legislative Act
When the Workforce Investment Act (WIA) was enacted by U.S. Congress, the Employment and Training Administration, U.S. Department of Labor asked TATC Consulting to provide management support to its Implementation Task Force. We helped develop an overall management plan, identified milestones and deliverables, and designed and implemented a progress reporting and monitoring system. We also created and maintained a database that allowed for constant updating and revision, developed a method to share information across work groups, and generated weekly reports to the WIA Steering Committee and Deputy Secretary.
Reengineered the Work Flow and Trained Staff and Senior Management in Over 60 Offices Nationwide in the New Procedures and Work Approaches
TATC Consulting staff reengineering the work processes and redesigned the organizational structure of the more than 60 local offices of a Federal governmental client. We then trained the staff in each of the offices and provided leadership and coaching support to the managers of these offices in implementing the new structures, policies, and programs. We also provided follow-up assistance after the new systems had been in place for six months to help the offices assess and overcome implementation issues.
