Step 1

Conduct Needs Assessment

  • Conduct an organizational analysis
  • Conduct an occupational-level or individual-level assessment
  • Determine whether training is the appropriate solution

Step 2

Develop Training Objectives & Performance Criteria

  • Develop learning objectives for the course
  • Specify performance criteria

Step 3

Select Appropriate Training Media for Delivery

  • Assess training factors (e.g., material, type of skills taught)
  • Determine participant constraints (e.g., technological access, travel, and time)
  • Select the training media that strikes the optimal balance

Step 4

Develop or Customize Content

  • Determine whether an Off-the-Shelf (OTS) course or customized course is needed
  • Determine desired level of OTS customization
  • For original content, consult with subject matter experts
  • Develop material incorporating adult learning principles
  • Create a training evaluation plan
  • Review material and evaluation plan with client

Step 5

Implement the Training Program

  • Pilot test new or revised course
  • Revise content as needed
  • Schedule and conduct training

Step 6

Conduct Training Evaluation

  • Gather interim evaluation information during training
  • Conduct evaluation following training on reactions, learning, behavior change, and performance

Step 7

Continuously Improve Training

  • Use evaluation results to continuously improve the training
