Conduct Needs Assessment

Develop Training Objectives & Performance Criteria
- Develop learning objectives for the course
- Specify performance criteria

Select Appropriate Training Media for Delivery
- Assess training factors (e.g., material, type of skills taught)
- Determine participant constraints (e.g., technological access, travel, and time)
- Select the training media that strikes the optimal balance
Step 4
Develop or Customize Content
- Determine whether an Off-the-Shelf (OTS) course or customized course is needed
- Determine desired level of OTS customization
- For original content, consult with subject matter experts
- Develop material incorporating adult learning principles
- Create a training evaluation plan
- Review material and evaluation plan with client

Implement the Training Program
- Pilot test new or revised course
- Revise content as needed
- Schedule and conduct training
Step 6
Conduct Training Evaluation
- Gather interim evaluation information during training
- Conduct evaluation following training on reactions, learning, behavior change, and performance

Continuously Improve Training
- Use evaluation results to continuously improve the training
